The University of Hong Kong has appointed former Education Bureau Permanent Secretary Cherry Tse Ling Kit-ching as its new Executive Vice-President (Administration and Finance), effective September 1. The announcement was made by HKU President Zhang Xiang through a campus-wide email on Tuesday.
Tse, an HKU alumna, brings extensive public sector experience to the role having served nearly nine years in education leadership positions including as Deputy Secretary and Permanent Secretary for Education. Prior to her 2022 retirement from government service, she served as Permanent Secretary for Home Affairs where she contributed significantly to policy areas encompassing arts and culture, youth development, and sports and recreation.
The appointment follows a global search process assisted by an executive recruitment firm and was approved by the University Council on July 15. Tse will succeed Professor Norman Tien who has been serving as interim Executive Vice-President.
President Zhang highlighted Tse's comprehensive understanding of Hong Kong policy matters and her proven ability to address complex challenges while collaborating with diverse stakeholders. Tse holds a Bachelor of Arts degree from HKU, a Master of Public Administration from Harvard University's Kennedy School of Government, and a Master of Education from Chinese University.
