A 32-year-old Chinese man was arrested by the privacy watchdog in Kowloon on Tuesday for suspectedly having disclosed the personal data of his estranged wife and her daughter without the wife’s consent.
The investigation by the Office of the Privacy Commissioner for Personal Data (PCPD) revealed that the victim is the arrested person's estranged wife.
The victim found out she was pregnant after separating from the arrested in early 2024 and later gave birth to a daughter at the end of the same year.
Subsequently, two messages and several comments containing personal information about the victim and her daughter were shared in an open discussion group and on a personal account on a social media platform in May 2025.
The posts included a purported genetic test report questioning the blood relationship between the arrested individual and the daughter, along with negative comments about the victim.
The disclosed personal information comprised the victim’s Chinese and English names, Hong Kong identity card number, residential address, photos and videos, the username of the victim’s social media account, as well as her previous occupations and job title.
Additionally, the victim's daughter's Chinese and English names, along with photos of her face were also disclosed.
The arrested individual has been granted bail, and the investigation into the case is ongoing.
The privacy watchdog cautions the public not to dox people over family disputes, emphasizing that doxxing is a serious offense punishable by fines of up to HK$1 million and five years imprisonment.
