Tsuen Wan police, in collaboration with the Immigration Department, conducted a large-scale anti-vice operation targeting street prostitution, illegal massage parlors, and brothels.

Undercover officers posed as customers during the sting, leading to the arrest of 2 men and 43 women, including 2 men and 4 women suspected of managing unlicensed massage establishments. Authorities also seized a large quantity of prostitution-related items.



The arrested individuals, aged between 25 and 59, face charges including "breach of condition of stay," "soliciting for an immoral purpose," "operating massage establishments without a valid license," "managing vice establishments," "allowing premises to be used for prostitution," and "living on earnings of prostitution."
Among them, 2 men and 4 women are accused of recruiting and directing sex workers to provide illegal services in exchange for a cut of the profits.
From May 14 to 30, police mounted an operation and deployed plainclothes officers to gather evidence on the streets and in suspected unlicensed massage parlors and brothels. The operation dismantled multiple illegal prostitution units across the district.
Investigations revealed that most of those arrested—whether holding Hong Kong ID cards or travel documents—were introduced to the trade by fellow countrymen, friends, or online groups.
They were instructed to rent subdivided flats or short-term lodgings in the area for both living and prostitution.
Police emphasized that the Tsuen Wan police district has been committed to combating illegal prostitution through targeted enforcement and continuous evidence review to strengthen prosecutions and deterrence.
