A proposal aimed at combating cross-border telecom scams will be raised during the upcoming Two Sessions meetings in Beijing next month, according to Johnny Ng Kit-chong, a member of the Chinese People's Political Consultative Conference.

The Two Sessions is one of the mainland’s most significant annual political gatherings, often leading to major policy announcements.
Ng, who also serves as a lawmaker in Hong Kong, plans to submit at least four proposals addressing various issues, including social governance, cross-border convenience, artificial intelligence, and the digital economy.
During a media luncheon on Monday, Ng highlighted a key proposal focused on establishing a coordinated governance mechanism to combat cross-border telecom scams.
He recommends the creation of a cross-border coordination framework, encouraging enterprises to invest in anti-fraud initiatives, and enhancing judicial cooperation to improve the recovery rate of fraud proceeds.
Also, Ng proposed leveraging blockchain technology to develop an information encryption system, creating fraud phone tracking devices, and instituting a mandatory compensation system for data breaches by enterprises.
In another proposal, he suggested implementing a "one vehicle, multiple checkpoints" reservation system that utilizes real-time data for traffic management.
This would include fully adopting "collaborative inspection and joint clearance," along with iris recognition technology to expedite inspections.
The other proposals focus on improving the mechanisms for digital asset circulation to facilitate the integration of the real and digital economies, as well as deepening the application of artificial intelligence across various scenarios to support high-quality economic development.
