The road has been blocked off since last month after the downpour caused a massive landslide, with the road covered with boulders and debris.
Under Secretary for Development David Lam Chi-Man, along with Leung and other government officials, arrived at the scene for inspection on Wednesday.
Quoting the government officials, Leung said the repair work will be done in three phases and it will take a few months for the first two phases to finish before traffic can resume.
He said the first phase will see freight containers and cement structures put in place to block loose rocks from falling, which will be completed in the next few days.
The second phase will see workers stabilize the large boulders hanging along the slope, before using chemicals to break them down into smaller pieces for removal.
Traffic can only resume along the road after the first two phases, with the entire work completed in months, said Leung.
