The engineering firm under investigation for suspected fake certificates at Princess Margaret Hospital's expansion project is also involved in alleged document forgery at Urban Renewal Authority redevelopment sites, the authority has confirmed.
Novox Limited is a subcontractor linked to vibration monitoring at the hospital, environmental monitoring at Hong Kong International Airport's Terminal 2 expansion, and instrument provision at five URA sites.
The URA stated that four joint-venture redevelopment sites in To Kwa Wan were using measurement instruments supplied by Novox. Fake certificates have been confirmed at two sites, while the authenticity of documents at the other two remains under review. A separate URA-managed project also used Novox instruments for noise and dust measurement.
The authority has instructed developers to immediately stop using the instruments and terminate contracts with Novox. For the two sites with confirmed fake certificates, the URA advised developers to report the matter to police. All sites have since hired new subcontractors, with no impact on construction progress.
The URA has urged developers and contractors to strengthen verification of certificates submitted by subcontractors.
The Airport Authority said it verified with the issuing body that calibration certificates for Terminal 2's expansion were genuine. Environmental monitoring work by the related company has ceased. The AA emphasized it has strict monitoring mechanisms to ensure contractor compliance with regulations.
