The men's hair restoration market in Hong Kong has boomed in recent years, with advertisements touting dramatic results. However, this growth has been accompanied by a steady stream of consumer disputes. The Hong Kong Consumer Council reports receiving approximately 100 complaints annually regarding hair transplant, regrowth, and scalp treatment services, often involving significant sums of money. These complaints highlight a range of issues, from results drastically different from advertised claims, to treatments causing scalp inflammation, and even completely ineffective regrowth therapies. Today, the Council released several case studies to urge consumers to exercise caution when selecting and using such services, to avoid dashed expectations and even physical harm.

Case 1: Scalp Bleeding After Treatment, "Instant Results" Claim Voids Refund
Mr. Hung was drawn to Company A by social media ads promising "instant results" for hair regrowth. After trying a free introductory service, staff promoted an RGA (Regenera Activa) treatment, claiming it used autologous cell transplants to activate follicles and regenerate hair, showcasing successful customer examples. When Mr. Hung inquired further, staff assured him the treatment suited anyone not completely bald and required no doctor's examination. He eventually purchased 3 RGA sessions and 12 laser treatments for a total of HK$88,000. However, after the first injection, he suffered persistent scalp bleeding and required medical attention. After completing all sessions, his hair density was virtually unchanged, far from the promised "instant results." Throughout the process, the company gave him the runaround, claiming the responsible staff had left.
Filing a complaint with the Council, Mr. Hung found that despite the "instant results" advertising, the company refused his refund request, citing a contract clause stating "the company does not guarantee the effectiveness of the treatment." They only offered a few complimentary laser sessions as compensation. No settlement was reached.
Case 2: HK$170,000 Artificial Hair Transplant Falls Out in a Year, Scalp Inflamed
Another case involves Mr. Yip's dispute over an artificial hair transplant. Company B staff claimed the effects would last 6-8 years, leading him to purchase a HK$170,000 procedure to implant 2,000 artificial hairs. Shortly after the second session, the transplanted area became red, inflamed, and developed pustules, and the artificial hairs began shedding profusely. Within just one year, nearly all artificial hairs had fallen out, a far cry from the company's promises. His scalp also suffered recurrent inflammation and sores, but the company failed to provide adequate follow-up.
Company B initially counter-argued that Mr. Yip had not diligently used their free scalp care services, leading to the deterioration. After mediation by the Consumer Council, the company finally arranged a meeting with a doctor and offered a follow-up treatment plan.
Legal Reality: Hair Transplants Are Medical Procedures, Must Be Performed by Registered Doctors
The Hong Kong Department of Health explicitly states that hair transplants and any injection-based procedures are medical procedures and can only be performed by locally registered doctors. Under the Medical Registration Ordinance, unregistered persons practicing medicine, diagnosing, prescribing, or performing treatments (including surgery) causing injury face fines up to HK$200,000 and imprisonment for up to 7 years.
Furthermore, transplanting any cells (except specific exemptions) is a scheduled medical procedure under the Private Healthcare Facilities Ordinance, requiring a valid Day Procedure Centre licence. Offenders face fines up to HK$100,000 and imprisonment for up to 3 years.

- Ask Questions Proactively: Inquire if results vary by individual, whether medical procedures are involved, and the professional qualifications of the service provider.
- Keep Records: Retain all transaction documents and treatment records. Take your own photos/videos to document hair growth after each session as a reference.
- Manage Expectations: Understand that regrowth treatments rarely show immediate results and may require long-term follow-up.
- Consult a Doctor: Seek thorough advice from your primary physician about the procedures, potential risks, and possible complications.
- Seek Immediate Help: If you experience discomfort after a medical procedure, contact your doctor immediately and discuss adjusting or stopping the treatment with the service provider.
