Chief Executive John Lee Ka-chiu said he was pleased to see the legislation for Basic Law Article 23 as the most significant policy enacted last year.

Speaking at a government policy award ceremony which was organized by dozens of media outlets and organizations, Lee said the administration comes up with policies aimed at serving Hongkongers and responding to their demands.
“Each decision of the government was made to develop the economy and improve people’s livelihoods and happiness,” he said.
Lee said the government fulfilled its constitutional responsibility by completing local legislation for Article 23 last year, and so improving the city’s legal system and enforcement mechanisms for safeguarding national security.
He mentioned that the government will continue to uphold the practical spirit, responding to the voices and support of the citizens with actions, while further enhancing people’s sense of happiness and satisfaction this new year.
