The housing unit, located on Reclamation Street in Mong Kok, was previously dismantled by police but resumed illegal drug activities shortly after.
Following an investigation, police raided the apartment again last Tuesday (January 13) and arrested 25 individuals found inside.
The 62-year-old male owner was also arrested on suspicion of permitting or allowing the place to be used as a divan or for the unlawful trafficking of dangerous drugs and has been detained for further investigation.
Police reiterated that owners, occupiers, and tenants who allow the properties they own or manage to be used for illegal activities will face criminal liability.
