The incident happened at around 2.47 pm, with police receiving reports that the glass debris had fallen from the Mariners' Club redevelopment project in the densely populated Tsim Sha Tsui district.
The three passersby suffered minor injuries and were brought to Queen Elizabeth Hospital for treatment. It is understood two of them were tourists - a 60-year-old woman and a 40-year-old man.
Two persons in charge of the construction site were taken away by police for questioning, with one of them, a contractor, arrested for allowing objects to fall from height.
According to the official site, the Empire Group’s redevelopment plan was to build a 42-story architectural landmark to house the historic Mariners’ Club and a new hotel.
The skyscraper under construction was engulfed in flames in March last year, with the fire upgraded to No 4 alarm on a five-point scale at one point, before finally being put out nine hours later.
