Japan has implemented revisions to its regulations concerning the conversion of overseas driver’s licenses into Japanese licenses, instituting stricter requirements effective Wednesday (Oct 1).
Under the new regulations, foreign tourists and other short-stay visitors are no longer eligible to convert their licenses. Applicants must now provide proof of residence by submitting a copy of their residence certificate.
Additionally, the written traffic knowledge examination has been expanded from 10 to 50 questions, with applicants now required to correctly answer at least 90 percent of the questions in order to pass.
Previously, the system allowed any individual holding a foreign license to acquire a Japanese license if they demonstrated the necessary knowledge and skills to operate a vehicle in Japan. Foreign tourists were also able to utilize hotel or temporary accommodations as their registered address.
According to the National Police Agency, more than 68,600 foreigners obtained Japanese licenses in 2024, marking a record high. The agency undertook a review of the system as critics highlighted that permitting temporary addresses could complicate law enforcement efforts in the event of traffic accidents, while others cautioned that the former examination may have been insufficient to ensure a comprehensive understanding of Japanese traffic regulations.
