The controversial LED roses installation at the East Kowloon Cultural Centre - which many online users say give off macabre vibes - was set up due to budget constraints, Kwun Tong District Council papers have revealed.

The areas on the steps where the white LED roses have been set up were covered with canvas yesterday after the display sparked online discussions that it looked like funeral flowers.
According to a Kwun Tong District Council document from January, the office had proposed to plant real flowers. But in another document from March 7, the office proposed to instead use LED roses.
"The district office conducted site inspections and interdepartmental meetings with the Leisure and Cultural Services Department and Architectural Services Department, and failed to carry out the original plan to plant real flowers due to technical considerations and a limited budget," it said.
The office expects the installation to be completed today and the lights to be tested over the weekend. A lighting ceremony is scheduled at 6.30pm on Tuesday.
The display is supposed to last three months but if there is good feedback it could be extended.
District councillor Cheung Ki-tang of the DAB said the council decided on a switch as real flowers require maintenance and would easily wilt under the sun.
"I don't think there is a problem, but some people [may not like it] because they have a different mindset," Cheung said.
"The installation may look prettier if we turn on the lights during daytime, but some think it is a waste of power."
It cost around HK$500,000, but it is worth it so long as it can attract visitors, Cheung added.
