An online petition calling for the resignation of New People’s Party lawmaker Judy Chan Kapui was launched on Wednesday, days after her wrong-way driving incident in Wan Chai.
The petition says Chan was involved in a “serious incident” on January 23, alleging she drove openly against traffic in what is suspected to be dangerous driving.
It argues that Chan’s conduct not only breaches the Code of Conduct for Members of the Legislative Council, but has also sparked widespread public concern.
The petition cites the resignation of former Secretary for Home Affairs Caspar Tsui Ying-wai, who stepped down after attending a birthday gathering for about 15 minutes during Covid-19 restrictions, to underscore that public officials should be held to consistent standards of accountability.
To uphold social justice and safeguard the credibility of the Legislative Council, the petition calls on LegCo President Starry Lee Wai-king to exercise her authority to “prompt Judy Chan to resign in responsibility.”
In response to media inquiries, petition organizer Maxine Yao Jie-ning, a former member of the PoD Research Institute — formerly known as the Path of Democracy think tank — who left the group in 2022, said she is not afraid of being accused of deepening political divisions, particularly given the high level of public concern surrounding the case.
Describing the incident as “becoming an international embarrassment,” Yao said she will monitor public support and later send an open letter urging Lee to seek Chan’s resignation.
As of 4 pm on Wednesday, January 28, the petition had collected 49 signatures.
Yao, a professional surveyor, previously ran unsuccessfully in the 2015 and 2019 District Council elections and is now active in pro-establishment online media and events.
