The central government expects the SAR government to take greater initiative in aligning with the national 15th Five-Year Plan, rather than waiting for specific instructions, said Tam Yiu-chung, vice chairman of the Chinese Association of Hong Kong and Macao Studies.
Speaking on a radio program on Wednesday, Tam said the plan has already set out a clear direction for Hong Kong’s development, including strengthening its roles as an international financial, transportation, trade, and innovation center.
His remarks followed President Xi Jinping’s call for the Hong Kong SAR government to actively align with the goals of the 15th Five-Year Plan and better integrate into the country’s overall development.
Xi made the comments when hearing a work report from Chief Executive John Lee Ka-chiu in Beijing on Tuesday.
Tam said that while Hong Kong has strong research capabilities, it lags behind some mainland cities, including Shenzhen, in the commercialization of technology, with many research outcomes remaining at a theoretical stage.
He said Hong Kong should learn from the mainland’s experience by better integrating scientific research with industrial application, and by providing stronger financial support to innovative technology companies to help turn research outcomes into market-ready products.
Addressing public discussion over the absence of the phrase “full support” in President Xi’s opening remarks this year, Tam said it would be inappropriate to interpret this as a reduction in support for Hong Kong.
He pointed to the fire incident in Tai Po, noting that the central government promptly expressed concern and said it would provide assistance, including fire engines, equipment, and resources, which he said demonstrated continued and concrete support for the city.
