A television investigation has exposed an elderly man in Tsz Wan Shan scavenging discarded fish and meat from market rubbish bins to resell to local residents.

In a Monday episode of TVB programme "Scoop", crew members posing as residents filmed a man, surnamed Chan, selling seafood at extremely low prices, including two starry grouper for HK$25. When asked the source, Chan only said the fish were from the sea.

A tipster claimed Chan routinely scavenged through bins behind market stalls around 7pm each evening. "He checks the bins first. If he finds nothing, he looks at other market stalls for things to pick up," the source said. "These are all things others didn't want."
Footage showed Chan retrieving discarded pork and offal from a pork stall before sorting items in a nearby park.
A grocery store employee, surnamed Leung, said: "This Mr Chan has been here for decades. Every day he sells smelly fish and pork. The source can be rubbish collection points or things other shops throw away." Leung added nearby shopkeepers were aware of his activities, and the programme observed several elderly women purchasing from his stall.
Tuesday's episode will feature a confrontation with Chan and his response.
