Tiered comprehensive legal education system to be compiled by govt, says justice chief

Secretary for Justice Paul Lam Ting-kwok said on Monday that the government is constructing a comprehensive legal education system in Hong Kong at different levels to ensure that young people and the general public respect and have a correct understanding of the rule of law.  

He made the comments at the Immigration Service Institute of Training and Development this morning, where he officiated a Constitution Day Flag Raising Ceremony joined by the city’s six disciplined services.  

During his speech, the justice chief said that consolidating the foundation of national security, strengthening training on the Constitution and the Basic Law, and promoting patriotic education are the key focuses of this year's policy address.   

He said the government’s Constitution and Basic Law Promotion Steering Committee will expand its functions to include patriotic education and coordinate efforts between government departments and non-governmental organizations to promote patriotic education.   

He added that the comprehensive legal education system the government is constructing would educate people in Hong Kong to respect the rule of law. This includes aligning with the content of China’s patriotic education law.
