Chai Wan was hit by torrential rain and floods under the black rainstorm signal as Typhoon Koinu skirted Hong Kong.
An underground car park in Wan Tsui Estate, which saw several cars submerged when Typhoon Saola hit the city last month, started flooding again at around 4 a.m. this morning.
Online photos showed the flood level reaching up to almost one-third of the vehicle's tires in height, and the car park management staff used six electric water pumps to clear the floodwater.
Some car owners volunteered to clear the water and the drainages.
Flooding also occurred on several main access roads in the district, including the Chai Wan Road roundabout.
According to the Observatory, most places across the city have recorded more than 100 millimeters of rain since midnight, with rainfall in Hong Kong Island East reaching 200 millimeters.
The Drainage Services Department acknowledged two reports of flooding - one on Eastern District Corridor and one on Hill Road Flyover in Shek Tong Tsui - and dispatched emergency teams for cleansing operations.
