"Flood the zone" is an American political tactic created in 2018 by Steve Bannon, President Donald Trump’s loyalist and former chief political strategist. The strategy is to flood the media with so much newsworthy information that it distracts the public from negative issues.

Trump, a Republican, used the strategy during his first term and is using it again. He is flooding the zone with headline-making news such as invading Venezuela and capturing its president Nicolas Maduro, threatening to do the same with Cuba and Colombia, making clear he intends to acquire Greenland, and sending Immigration and Customs Enforcement agents to Democrat-friendly states to arrest illegal and legal immigrants.
He has revived the Monroe Doctrine which former President Barack Obama formally ended in 2013. The Monroe Doctrine, created by President James Monroe in 1823, was a US policy which stated that the Western Hemisphere, including Canada, Greenland, the Caribbean, Central America, and South America, which includes Venezuela, would be under American influence.
Trump’s invasion of Venezuela to control its vast oil reserves, his intention to acquire Greenland for its mineral wealth and national security, and threats to invade Cuba and Colombia are part of his determination to control the Western Hemisphere. The Monroe Doctrine has now been nicknamed the Donroe Doctrine after Donald.
Critics accuse Trump of flooding the zone to divert attention from America’s economic problems and the Epstein files which contain vast amounts of damaging information about sex offender Jeffrey Epstein who was found dead in his prison cell in 2019.
The US Congress passed a law to compel the Trump administration to release all the files by last month, but it has only released a fraction of the files so far. Trump, a former close friend of Epstein's, is named numerous times in the files but there is no evidence he was involved in wrongdoing.
Even though Trump is keeping the media busy by flooding the zone, his tactics have not completely diverted attention away from the Epstein files and the economy. Surveys show the numerous Americans struggling to pay rent and high food prices care most about being able to afford a living. Trump’s approval rating is at a historic low. Only about 35 percent of Americans support his policies, while around 60 percent disapprove as the country heads towards the Congressional mid-term elections in November.
The Republicans now control the Senate and the House of Representatives with slim majorities. The prediction is Democrats will regain control of the House and possibly the Senate. They will almost certainly try to impeach Trump if they regain control of the House.
If Republicans keep control of the Senate in the mid-term elections, they will vote down the House impeachment. But if Democrats win control of both the House and Senate, Trump will be in deep trouble. He has already warned Republican leaders that Democrats could win big and impeach him. He urged them during a recent meeting to fight hard to block a Democrat victory.
