China aims to foster and expand emerging and future industries, with their combined scale over the next decade expected to equal the creation of another high-tech industry base, the country's state planner said on Friday.
Under the new 15th Five-Year Plan (2026–2030) proposals, China will develop new strategic industrial clusters in areas such as new energy, new materials, aerospace, and the low-altitude economy, with the goal of creating trillion-yuan-level markets or even larger, the National Development and Reform Commission Chairman Zheng Shanjie said.
Zheng added that the plan also calls for early deployment of future industries, including quantum technology, biomanufacturing, hydrogen energy, and sixth-generation (6G) mobile communications, to establish new engines of economic growth. He said these sectors are poised to take off, injecting fresh momentum into the broader economy and supporting high-quality development.
He also highlighted that the plan emphasizes expanding domestic demand through three key tasks: creating new growth, improving efficiency, and ensuring smooth economic circulation.
During the 15th Five-Year Plan period, China is expected to build or upgrade over 700,000 kilometers of underground pipelines, generating more than 5 trillion yuan (HK$5.5 trillion) in new investment demand, he added.
