As Hong Kong Disneyland Resort (HKDL) gears up to celebrate its 20th anniversary, it reflects on its journey of creating magical experiences and becoming a key pillar of Hong Kong’s tourism industry. In an interview, Rita Tang, Assistant Chief Counsel and Head of Legal at HKDL, shared insights about the pivotal role her team plays in the resort’s success.

A commitment to safety and seamless operations
The legal team at HKDL is not just a group of advisors; they are enablers of safety and smooth operations throughout the resort. Rita emphasized, “Our responsibility goes beyond legal compliance; we ensure the safety of our guests and approximately 9,000 cast members.” The team’s efforts include developing regulations that comply with local laws, especially during challenging times, such as the COVID-19 pandemic.
During the pandemic, the legal team safeguarded guests and operations while navigating complex regulatory challenges. HKDL operates a theme park, three hotels, restaurants, outdoor vending carts, and theaters, requiring a vast number of licenses. Despite the intricacies of compliance, the legal team ensured the park remained operational and guests could enjoy attractions, merchandise, and food and beverage offerings. They also introduced creative solutions to enhance the guest experience while adhering to regulations.
For instance, outdoor popcorn carts—an iconic feature of HKDL—were adapted to comply with restrictions on outdoor eating. The legal team collaborated with other departments to repackage popcorn as a sealed souvenir, allowing guests to enjoy it later at home. When plastic packaging regulations evolved, the park quickly transitioned to paper boxes, showcasing the team’s flexibility in maintaining compliance while prioritizing sustainability.
Additionally, with residents staying home during lockdowns, the legal team supported the launch of innovative guest offerings, such as vacuum-sealed meals and an online store, enabling fans to enjoy HKDL products from home.
Driving innovation and guest experiences
Innovation is at the heart of HKDL’s offerings, and the legal team plays a vital role in this area. Rita explained, “We facilitate partnerships with various businesses and cultural groups together with other lines of businesses, ensuring our guests enjoy diverse and unique experiences.” The legal team’s strategic support to corporate partnerships has resulted in successful events like the HKDL 10K Weekend, drawing nearly 20,000 participants.
Rita added, “By providing comprehensive legal support for events and activities, we contribute significantly to the resort’s business growth.” In the fiscal year 2024, HKDL achieved its best performance since opening, with the legal team being one of the magic makers in this success.
Community engagement and support
Beyond business growth, HKDL is deeply committed to community support. The legal team has been instrumental in various charitable initiatives, such as the Dress Well program in collaboration with the Hong Kong Children’s Hospital. Rita shared, “We help facilitate projects that bring joy and comfort to sick children. Our work in handling legal matters, including IP and copyright usage, for these initiatives allows us to make a real difference in the community.”
Another notable initiative was helping wish kid Josephine realize her dream of designing a jewelry collection. Seeing the joy that brought to Josephine and other children was incredibly rewarding for the team.
A family-friendly workplace
HKDL is celebrated not only as a magical destination for guests but also as an exceptional workplace for its employees. Rita, who recently celebrated her 15th anniversary with HKDL, shared her experiences balancing a successful legal career with family life. “Disney’s commitment to a family-friendly culture has allowed me to witness my daughter’s growth while pursuing my professional dreams,” she said.
The resort has implemented policies that support a family-friendly culture, including extending parental leave from 5 days to 3 weeks and providing a 3-week child bonding leave, which covers adoptions and stepparent situations, to ensure employees can spend quality time with their families. “It’s a culture that fosters both professional growth and personal happiness,” Rita stated.
International recognition for legal excellence
Rita’s dedication to her work has been celebrated. In 2024, she was recognized in The Legal 500 GC Powerlist: Hong Kong, a prestigious acknowledgment of her contributions to the legal field. “This award is not just a personal achievement, but a testament to the professionalism of our entire legal team,” Rita emphasized.
The recognition reflects the team’s ability to manage a wide range of legal issues, including hospitality, safety, food, merchandise, employment, environment, intellectual property, and international law. “Our role as one of the magic makers behind HKDL’s success is validated through this recognition,” she added.
Looking ahead to the future
As HKDL is celebrating its 20th anniversary starting this June, Rita and her team are excited about the future. “We look forward to continuing our mission of providing magical experiences for our guests,” she said, expressing enthusiasm for the year-long festivities.
