Police received the report around 7 pm on Sunday (Feb 16) when the pigeon was spotted on Farm Road by a pedestrian, and staff from the Hong Kong Society for the Prevention of Cruelty to Animals (SPCA) retrieved the bird for treatment.
According to the SPCA, the adult pigeon's tail feathers had been "cut very short," revealing the body underneath.
It added that the pigeon could have bled if its feathers had been cut any further up and injured the blood vessels.
The case has been classified as animal cruelty and is being handled by the Kowloon City District Investigation Team. No arrests have been made so far.
