The government is seeking lawmakers' approval for HK$262.5 million to fund the design and associated site investigation works for the Smart and Green Mass Transit System in East Kowloon.

According to the documents submitted to the Legislative Council's Finance Committee, the construction works of the Mass Transit System could be started in 2027 with the aim of completing the project by 2033.
As for the related site investigation and design work, it is estimated to be completed within 3.5 years.
The study will examine the technical feasibility of the project, availability of suitable land for property development, the necessity for a tunnel in the Ma Yau Tong section, and whether a new Lam Tin North Station is needed.
The proposed Smart and Green transit system will connect the uphill areas of Kwun Tong - including Choi Wan, Shun Lee, Shun On, Sau Mau Ping, Po Tat and Ma Yau Tong - with a length of about 7 km. There will also be a total of eight railway stations including the Choi Hung East and Yau Tong East stations.
The preliminary alignment includes elevated sections passing through New Clear Water Bay Road, Lee On Road, Shun On Road, Sau Mau Ping Road, Po Lam Road, Lei Yue Mun Road, etc. and a tunnel section of about 1 km long passing through Lam Tin North.
