Hong Kong to go full speed worry-free after article 23 legislation, says John Lee

Hong Kong leader John Lee Ka-chiu said his cabinet will complete article 23 legislation as soon as possible so that the city can be free of worries and concentrate on developing the economy and enhancing citizens’ livelihood. 

In an interview with newspaper Ta Kung Pao, Lee said the legislation is among the three most important tasks for the government in the Year of the Dragon; the other two are continuing to attract overseas enterprises and talent and striving to tackle desperate social issues. 

“The public consultation on article 23 of the Basic Law has commenced and the government will consider society’s opinions thoroughly to complete the legislation as soon as possible … to put a perfect full stop to this problem that has been troubling Hong Kong for 26 years,” Lee said. 

The Chief Executive also acknowledged the outstanding results of the Top Talent Pass Scheme and other visa schemes that have received over 220,000 applications, of which over 130,000 have been approved and some 90,000 successful applicants have arrived. 

Over 30 enterprises have set foot in the city and will invest over HK$30 billion in the next few years, creating over 10,000 jobs. 

He highlighted that the government will continue to fast-track urban redevelopment and land release. 

The preparation work of building Hong Kong’s first traditional Chinese medicine (TCM) hospital is underway and other measures to create a family-friendly environment and to support minorities in the city are proceeding forward as well, Lee noted. 

Lee added that the government will “think and act for the people” and strive for development, economy and enhance livelihood in accordance with the “four hopes” mentioned by President Xi Jinping.
