The Transport Department has launched an investigation into a mainland vehicle after it was filmed driving in Hong Kong with an unauthorized flashing red light and without visibly displaying its mandatory International Circulation Permit.
This comes after the circulating footage, which captures a black private car bearing an "FV" license plate -- designating for mainland vehicle permitted under the cross-border regular quota system -- driving with a red strobe light.
In the clip, the car was seen following a heavy goods vehicle, leading some online users to speculate it could be a "safety vehicle" or belong to Mainland Public Security.
However, many commenters pointed out that official escort vehicles typically use yellow warning lights rather than red, raising questions about whether the car had the necessary permits to operate in the city.
Several also highlighted another breach of regulation as the car's windshield did not display the mandatory "International Circulation Permit" on its left side.
In response to inquiries, the Transport Department confirmed that the vehicle in question holds valid quotas for Hong Kong cross-boundary trips and has referred the case to law enforcement agencies for further follow-up.
The department reiterated that permit holders must display the permit visibly while in Hong Kong; failure to do so can result in a fine of up to HK$2,000 and three months' imprisonment.
Additionally, vehicles entering Hong Kong are prohibited from being fitted with non-directional flashing lights or emergency sirens, and they must not display markings or colors that could mislead the public into believing they are official vehicles, such as taxis, public minibuses, or emergency and law enforcement units.
The department stated that the involved vehicle has been required to undergo inspection at a designated examination center, and its permit could be revoked if the holder fails to provide a satisfactory explanation.
Under the joint regulatory framework between Hong Kong and Guangdong, eligible non-commercial mainland vehicles from approved institutions or enterprises must obtain an International Circulation Permit before entering Hong Kong and are issued local license plates with prefix "FU" or "FV."
