As the first phase of Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone commenced operation last week, Secretary for Innovation, Technology and Industry Sun Dong announced plans for a white list to facilitate the secure transfer of biological samples and sensitive data to the city, with details expected to be revealed next year.
Speaking on a television program on Sunday, Sun expressed satisfaction with the progress of the Park, noting that more than 60 institutions and enterprises have been set up in the first three buildings. He said that while 60 percent of these companies hail from mainland China, it reflects their recognition of the Hetao Co-operation Zone as a platform for expansion.
Additionally, 25 percent of the companies are from overseas, highlighting a strong interest among foreign enterprises to enter the mainland market through the Park.
Sun revealed that a thorough plan for data flow has been developed, which will create a white list and a fast track to facilitate the exchange of data and samples collected for research or trials.
He added that efforts are underway to streamline the approval process so that after initial clearance, further transit could use a notification approach, with white-list companies responsible for safeguarding data to ensure sensitive materials stay within the Hong Kong Park.
Currently, more than 1,400 people are working at the Park, and Sun expects a significant growth in the number as more businesses begin operations. He hopes that the Western Cross-River Link Bridge will open soon, as it allows faster and seamless travel for designated personnel between the two regions.
For financial flows, Sun acknowledged challenges and stated that authorities are working with Beijing to ease regulations, making it simpler for mainland companies to access funds for investments in the Park.
Meanwhile, Sun added that they have received 27 responses for 10 plots of land in the Park, mainly from local and mainland developers. He said the government will release the first batch of over 20 plots next year.
