Regarded as a rising star in the civil service, Kevin Choi Kit-ming was appointed Permanent Secretary for Transport and Logistics in April, just six months following his success in managing ride-hailing services.

In response to being labeled as the “government’s go-to fixer,” Choi expressed gratitude for the trust from the political community, media and fellow civil servants, emphasizing his commitment to his mission.
Choi has been involved in significant projects, including the Hong Kong high-speed rail services, the three-runway system, the new air traffic management system and Covid-19 pandemic response efforts.
“These experiences reminded me that implementing major policies requires interdepartmental collaboration and effective communication among the government, businesses and the public,” he said.
He noted Hong Kong’s innovation sector is accelerating, ranking fourth globally in digital competitiveness, with the Shenzhen-Hong Kong-Guangzhou innovation cluster now the world’s leading hub.
He highlighted the government’s commitment to a “no fastest, only faster” approach, allowing the public to witness tangible developments and boosting confidence in the SAR's innovation landscape.
Choi acknowledged the swift advancements in global technology and geopolitical dynamics, believing his background in electronic engineering and experience in various projects will aid his new role.
