(Policy Address 2025) John Lee pushes for HK business sector to offer pet-friendly spaces

Chief Executive John Lee Ka-chiu said in his policy address on Wednesday (Sep 17) that the government will support the business sector in offering pet-friendly spaces, aiming to promote a pet-friendly culture.

According to government statistics, more than 240,000 households in Hong Kong keep more than 400,000 cats and dogs as pets, generating an enormous consumption market, including food and products, healthcare, insurance, grooming, and training. 

“In recent years, the business sector and transport operators have developed pet-friendly premises and travel arrangements,” Lee said. 

He said the government will introduce a licensing arrangement to allow operators to let dogs enter their food premises. Permitted restaurants will be required to put up clear signage.

“Pet-friendly restaurants will create new business opportunities for the industry,” he added.
