Building the city’s fourth cross-harbor tunnel is among the suggestions outlined in the Hong Kong Major Transport Infrastructure Development Blueprint released by the government on Tuesday.

The blueprint also includes the enhanced Three Railways and Three Major Roads proposals as well as new projects including two railways and one major road.
The proposed fourth cross-harbor tunnel suggests linking Hong Kong Island West and the northeast of Lantau Island, as Secretary for Transport and Logistics Lam Sai-hung said at today’s press conference that the three harbor crossings are saturated.
Lam also said the vehicle flow of the three tunnels now has to be combed by the time-varying toll plan. He continued that having the fourth cross-harbor tunnel can allow residents in the northwest New Territories to enjoy quick access to the Habour Metropolis on Hong Kong Island.
The proposal can also alleviate traffic from the Western Harbour Crossing, Lam noted.
The blueprint also suggests connecting Hung Shui Kiu to Qianhai of the Hong Kong-Shenzhen Western Rail Link. The whole line will be about 18 kilometers long and the Hong Kong section of the line will be about 8 km long.
After consulting the public, the government preliminarily suggests that the line starts near Hung Shui Kiu station of the Tuen Ma Line and pass through the newly-proposed Ha Tsuen and Lau Fau Shan stations. The line can then enter Qianhai via Shenzhen Bay.
As for the 17 km long Central Rail Link, it will travel between Kowloon Tong and Kam Tin, with three intermediate stations at Northeast Tsuen Wan, Northeast Kwai Chung, and Tsuen King Circuit for transit to Tsuen Wan Line.
It is expected that after the link commences service, a ride from Kam Sheung Road to Kowloon Bay can be shortened to 11 minutes from 32 minutes.
The Tseung Kwan O Line will be extended southbound from LOHAS Park station to minimize the land area required for the railway facilities and reduce the exposed areas.
There will be an additional slip road connecting the Sha Tin Bypass to Shing Mu Tunnel Road traveling to and from Tsuen Wan.
The government also proposes connecting the Yau Tong exit of Tseung Kwan O – Yau Tong Tunnel to the Kwun Tong Bypass and the Eastern Harbour Crossing.
