At 9.55 am, the minibus going from Lei Muk Shue to Jordan was driving down a slope on Lei Muk Road near Hutchison Estate when its brakes failed.
The out-of-control vehicle traveled 20 meters, hitting a van, and crashing into roadside planters before coming to a stop.
The left side of the minibus was severely damaged, and the front bumper had fallen off. The van's rear was also damaged, with shards of glass scattered all over the scene.
Eleven people aged 21 to 73 were injured, including passengers on the minibus and the driver who suffered minor head injuries.
Some sat on the roadside waiting for help.
A passenger recalled that when the minibus was driving down the slope, the driver found the foot brake didn't work and shouted, "hold the handrail! No brakes!"
"(The driver) tried to rub the curb to try to stop the vehicle, but eventually hit the van," the passenger said.
The Fire Services Department had sent a few ambulances to the scene to transport the injured to the hospital for treatment.
Police were investigating the cause of the accident.
