The Hong Kong government on Monday held a seminar promoting the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, with two members of the central publicity delegation invited to speak.
About 500 people attended the event, including senior government officials, Executive Council members, lawmakers, representatives of the judiciary, and heads of statutory bodies.
Chief Executive John Lee Ka-chiu said the upcoming 15th Five-Year Plan is closely connected to Hong Kong and outlines the direction of the city’s long-term development. The national blueprint, covering 2026 to 2030, sets out an action agenda aimed at strengthening China’s overall economic growth.
Lee said it is important for Hong Kong to understand the plan’s implications, including its call to “reinforce Hong Kong’s position as an international center of finance, trade and shipping.”
He stressed that Hong Kong must “take heed of the prevailing circumstances” and tailor policies to local conditions, especially by consolidating and enhancing the city’s unique competitive strengths. He added that the administration should integrate the spirit of the Fourth Plenary Session into its daily governance.
Lee noted that the development environment during the 15th Five-Year Plan period will be marked by “profound and complicated changes,” with strategic opportunities and risks coexisting amid an increase in unpredictable factors. However, he expressed confidence that new openings would emerge from these challenges.
He urged all sectors to study and understand the spirit of the Fourth Plenary Session, apply it to their respective roles, and identify their contributions within the broader national development framework.
The SAR government will hold another promotion seminar on Tuesday, inviting representatives from various sectors, including Hong Kong deputies to the National People’s Congress, major political and social groups, and stakeholders from the business, professional, education, media and youth sectors.
