Hong Kong police have launched four major updates to their anti-fraud mobile application Scameter+, including a new AI analysis engine and scam rankings, as the city recorded 32,142 fraud cases in the first nine months of 2025.
Deputy Commissioner of Police (Operations) Keith Yip Wan-lung reported that fraud cases saw a 0.1 percent increase compared to the same period last year, with losses totaling HK$5.64 billion. While some categories decreased, online shopping, job-seeking and investment scams showed significant growth.
The largest single case involved HK$145 million, where scammers used deepfake technology to impersonate a victim's acquaintance and redirect virtual asset transfers.
Chief Superintendent of Cyber Security and Technology Crime Bureau Raymond Lam Cheuk-ho detailed the Scameter+ upgrades, which incorporate three AI technologies: agent-based AI for data analysis, computer vision for website image comparison, and natural language processing for analyzing web addresses and code.
The four key updates include automatic database updates when the app runs in the background, expanded reporting platforms allowing screenshot submissions, AI-powered real-time risk analysis with color-coded warnings, and daily scam trend rankings showing the most prevalent fraud methods.
Police have arrested 4,552 people for fraud and money laundering offenses this year, intercepting HK$1.57 billion in fraudulent transfers - a 27.6 percent increase from 2024. The force also handled 931 virtual asset freeze requests involving approximately HK$340 million in cryptocurrency.
