Hong Kong will take a more proactive approach to align with China’s national development strategy and seize the goals set out at last week’s Fourth Plenary Session, with accelerating the Northern Metropolis a top priority, Financial Secretary Paul Chan Mo-po said in his blog.

Chan said the Northern Metropolis serves as a key platform for deepening cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area and as an important vehicle for attracting investment.
He outlined several priorities for the Northern Metropolis, including speeding up development through institutional innovation, flexible policies to attract talent, and using technology and digital tools to improve infrastructure and public services. He also highlighted the need for coordinated planning across the Greater Bay Area and leveraging Hong Kong’s role as a “super connector” to strengthen ties with the mainland in industry, innovation, and academia.
Chan stressed that advancing the Northern Metropolis and reinforcing Hong Kong’s role as a global financial and innovation hub requires focus and strategic determination amid rising uncertainties and global challenges.
He said Hong Kong could seize opportunities from the country's goals set out at last week’s Fourth Plenary Session, including modernizing industry, boosting tech self-reliance, expanding the domestic market, and promoting regional coordination.
