According to the Council, the airline decided to stop receiving tour group passengers in November and December.
Fanny Yeung Shuk-fan, the TIC's executive director, said the arrangement would negatively affect the travel agencies' business and she hoped it would be a temporary measure.
EGL Tours stated that HK Express had notified them regarding the decision three months ago and believed it was based on commercial considerations.
The agency has stopped selling tour group trips flying with HK Express and will actively coordinate with other airlines to arrange seats on flights as well as provide alternative arrangements for tour groups.
A spokesman from HK Express said as the only Hong Kong-based low-cost airline, the company has to review its strategy and arrangement of the sale of tickets to catch up to the change in market demand.
