A number of premises including salons, theme parks, and museums will be categorized as premises subject to passive checking of vaccine pass starting today (Nov 17). However, visitors still need to scan their LeaveHomeSafe QR code upon entering such places.

The eased rules also open the way for amber code holders - overseas arrivals on medical surveillance during their first three days in the SAR - to enter these places.
Starting today, the vaccine pass arrangement of the following premises will be changed from "active checking" to "passive checking", meaning that persons-in-charge of the premises will no longer need to actively check patrons' vaccination records or exemption certificates upon their entry.
However, patrons must comply with the vaccine pass requirement of being triple jabbed to enter the relevant premises.
Premises no longer require active checking by operators:
- amusement game centres;
- places of amusement (including billiard establishments and public bowling alleys), but excluding public skating rinks;
- places of public entertainment (such as theme parks, museums), but excluding cinemas as well as performance venues, the latter when the audience is allowed to consume food or drink therein;
- club-houses;
- mahjong-tin kau premises;
- event premises;
- barbershops/hair salons;
- religious premises;
- shopping malls;
- department stores;
- markets; and
- supermarkets.
Premises still require active checking by operators:
- catering premises;
- bars/pubs;
- bathhouses;
- fitness centers;
- public skating rinks;
- cinemas and performance venues, the latter when the audience is allowed to consume food or drink therein;
- party rooms;
- beauty parlours and massage establishments;
- clubs/nightclubs;
- karaoke establishments;
- sports premises;
- swimming pools; and
- cruise ships (i.e. "cruise-to-nowhere").
