Charlotte-Mecklenburg police reported that Iryna Zarutska was found with multiple injuries at the East/West Boulevard light rail station in the South End neighborhood around 10.30pm last week.
Emergency responders pronounced her dead at the scene.
Investigators took 34-year-old Decarlos Brown Jr., a homeless man with an extensive criminal history, into custody and charged him with first-degree murder.
Police confirmed that Brown would remain under guard at Atrium Health hospital, where he was being treated for non-life-threatening injuries, until he could be transferred to jail.
Court documents revealed that Brown had been involved with the justice system since at least 2011, with previous convictions including robbery with a deadly weapon and felony larceny.
He had served approximately five years in prison for the robbery charge and faced additional pending charges related to alleged misuse of the emergency 911 system.
According to police records, during a welfare check conducted in January, Brown had made unusual claims about having "man-made materials" implanted in his body that he believed were controlling his actions.
The investigation into Zarutska's killing continues, with authorities yet to determine whether the attack occurred on the train or platform, or what might have motivated the violence.
Detective Buhr of the Charlotte-Mecklenburg Police Department's Homicide Unit leads the investigation and has asked anyone with information to contact authorities.
In the wake of the tragedy, a GoFundMe campaign was organized to support Zarutska's aunt, Valeria, and other family members.
The campaign organizers noted that Zarutska had come to the United States hoping to find safety and build a new life away from the conflict in Ukraine, making her death particularly devastating for her surviving relatives.
