A man and his domestic helper have been charged by the Independent Commission Against Corruption for obtaining fake Covid jab records.

They join five others arrested earlier in appearing at Kwun Tong magistrates' court today. All of them were charged for obtaining vaccination certificates without getting vaccinated.

The "no jab, no entry" vaccine pass arrangement has been in effect since February 24, under which only those who have had at least one dose of a Covid vaccine are allowed entry into premises such as restaurants, supermarkets, wet markets and salons.

The ICAC said a family of three and their domestic worker allegedly obtained the fake proofs of vaccination from another suspect, nurse Carmen Ho Ka-man. The five jointly face a count of conspiracy to defraud the Department of Health.

Two of them were charged yesterday - 67-year-old construction worker Liu Kwok-hung and his 39-year-old helper Mary Ann Villeza Marcelo.

Liu's daughter Liu Hoi-yan, 42, and wife Siu Hang-yee, 70, were charged earlier.

The nurse and two sisters from another family - 30-year-old Cheng Nga-yi and 25-year-old Sze-wai - also jointly face another count of conspiracy to defraud.

Ho worked at a Kowloon Bay vaccination center run by Quality HealthCare Medical Services.

The Liu family, Cheng sisters and Marcelo all obtained their vaccination records from Ho on February 20 without getting the jab, said ICAC.

All seven have been released on bail and will appear in court today.

ICAC investigations revealed that Liu and Cheng Nga-yi are friends of Ho. They are said to have shared with Ho on separate occasions their worries about side effects and about their restricted access to premises under the vaccine pass policy.

Supervisors at the vaccination center recovered six syringes containing unused vaccine contents from the sharp box in Ho's booth, which was for storing used vaccine syringes.

ICAC said the investigation arose from a corruption complaint and said Quality HealthCare, the Department of Health and the Civil Service Bureau have lent their full support during the investigation.
