A new provisional estimate put Hong Kong's population at 7,527,500 by mid-2025, roughly unchanged from the figure in mid-2024, according to the Census and Statistics Department.
A government spokesperson attributed the stabilizing population trend to the various measures on talent attraction and labour importation.
The influx of individuals relocating to Hong Kong from the mainland and around the world has offset the impacts of natural population decline, allowing the overall population to remain stable and grow by more than 180,000 since mid-2022.
Among the total population in mid-2025, 7,247,600 were usual residents who had stayed in the city for at least three months, while 279,900 were mobile residents who stayed for one to three months.
The department also revealed that the revised year-end population figure for 2024 was 7,500,600, with the number of usual residents adjusted to 7,219,900 and mobile residents to 280,700.
The rate of change in population from end-2023 to end-2024 was also revised to -0.4 percent.
Inflow of 32,000 One-way Permit holders
From mid-2024 to mid-2025, Hong Kong recorded a net inflow of 18,200 residents, meaning more people moved into the city than moved out.
Among them, 32,000 were One-way Permit holders, while other categories showed a net movement of -13,800.
During the same period, a natural decrease of 14,800 was recorded, with 35,200 births and 50,000 deaths.
Under the current practice, the revised figure for the end of 2025 population will be released in February 2026.
