The Education Bureau has suspended operations at Tsung Tsin Middle School in Cheung Sha Wan following allegations of regulatory breaches involving a partnership with mainland Chinese tutoring center "Capture Star."
The controversy stems from Capture Star's promotional claims that it partnered with the Hong Kong school to establish a dedicated "campus."
This arrangement purportedly enabled mainland students to sit for the Hong Kong Diploma of Secondary Education (HKDSE) exams as "school candidates."
Critics have alleged this constituted "shell schooling," accusing the entities of exploiting the local school’s registration to circumvent regulations designed for non-local students.
In a formal statement, the Education Bureau confirmed the suspension under the Education Ordinance.
The Bureau stated that the Permanent Secretary for Education had found the conduct of the school’s incorporated management committee unsatisfactory.
Consequently, the Bureau ordered an immediate halt to all operations at the school premises.
