Secretary for Culture, Sports and Tourism Rosanna Law Shuk-pui emphasized Hong Kong’s commitment to becoming a Muslim-friendly destination while seeking deeper collaboration with the Middle East during her visit to Dubai.

On Monday morning local time, Law met with UAE Minister of Sports Ahmad Belhoul Al Falasi, where both sides explored opportunities to position their cities as global hubs for major sporting events.

They discussed strategies to professionalize the sports industry, leverage sports as an economic driver and foster community engagement through athletics.
Law extended an invitation for the minister to visit Hong Kong to explore further cooperation.
Later, Law met with Chinese Consul-General in Dubai Ou Boqian, briefing her on Hong Kong’s plans to enhance ties with the Middle East.

Ou noted Hong Kong’s strengths in high-end tourism, horse racing and yacht tourism, suggesting significant potential for growth.
At the Arabian Travel Market 2025, a key Middle East tourism expo, Law toured exhibition halls and met with industry leaders.

She witnessed the signing of two memoranda of understanding between the Hong Kong Tourism Board (HKTB) and major Middle Eastern travel agencies Musafir.com and Almosafer International Travel and Tourism Company, setting a framework for future partnerships.

Law also held talks with Qatar Airways Group CEO Badr Mohammed Al-Meer and Emirates deputy president Adnan Kazim, discussing ways to position Hong Kong as a top destination for Middle Eastern travelers.
A dinner co-hosted by Hong Kong’s Culture, Sports and Tourism Bureau, HKTB and the Hong Kong Economic and Trade Office in Dubai brought together over 70 guests, including tourism leaders from the Middle East and Hong Kong.
In her speech, Law lauded Hong Kong’s diverse attractions, which she said cater to travelers of all ages and interests. She also highlighted the Kai Tak Sports Park, a world-class venue for sports and entertainment events.
"Hong Kong is eager to deepen ties with the Middle East, not only by welcoming more visitors but also by encouraging our citizens to explore the region for leisure and business,” Law said, reaffirming the city’s goal to become a Muslim-friendly destination.
Law arrived in the United Arab Emirates (UAE) on Sunday (Apr 27) for a four-day trip covering the UAE and Saudi Arabia and is scheduled to return to Hong Kong on Thursday (May 1).

HKTB led a 30-strong delegation of Hong Kong tourism stakeholders to Arabian Travel Market 2025, operating a dedicated Hong Kong Pavilion to showcase the city's diverse attractions.
Three key partnerships were secured with Middle Eastern travel platforms: UAE's Musafir.com will offer Arabic-language Hong Kong travel packages including flights and hotels; Saudi Arabia's Almosafer will conduct joint marketing campaigns; and regional platform Wego will produce digital content promoting Hong Kong's culture and luxury offerings, along with exclusive travel deals for Gulf Corporation Council markets.
