Xi Jinping pledges prosperity for Hong Kong and Macau, peaceful ties with Taiwan in new Five-Year vision

Chinese President Xi Jinping has outlined robust support for the enduring stability and growth of Hong Kong and Macau, while pushing for calm advancement in relations with Taiwan, within the framework of China’s upcoming 15th Five-Year Plan for 2026-2030.

The policy blueprint, unveiled Tuesday by the Communist Party’s Central Committee, upholds the “One Country, Two Systems” model, insisting that leadership in both special administrative regions remains with patriots who uphold national unity, even as their distinct autonomy is preserved.

The plan calls for tighter weaving of Hong Kong and Macau into China’s national fabric through expanded economic, technological, and cultural linkages.

New measures will smooth pathways for residents to thrive on the mainland. Hong Kong’s global standing as a financial, shipping, and trade powerhouse will be fortified, with fresh momentum to position it as a world-class hub for innovation and technology.

Macau’s focused strategy—centered on one core industry, one international platform, and one economic foundation—will drive balanced diversification away from reliance on gaming. Both cities are slated to become magnets for elite global professionals.

Turning to Taiwan, the guidelines champion peaceful cross-strait evolution and steady progress toward reunification. A comprehensive strategy for the Taiwan question in the current era will resolutely counter independence advocates and outside meddling, while safeguarding calm across the strait. Beijing intends to retain full command over the trajectory of relations.

The plan urges richer people-to-people ties, shared stewardship of Chinese heritage, and deeper industrial partnerships.

Designated integration zones will receive priority to foster collaboration, with Taiwanese residents granted equal footing to pursue education, employment, and daily life on the mainland.

Broader regional synergy also features prominently, with elevated high-quality development targeted for the Beijing-Tianjin-Hebei corridor, the Yangtze River Delta, and the Guangdong-Hong Kong-Macau Greater Bay Area to power nationwide progress.
