Hong Kong will require all taxis to be fitted with in-vehicle recording systems starting in 2026, the Transport Department announced, in a move to protect the rights of both passengers and drivers.
The government said it is implementing a series of measures to enhance taxi service quality and promote the industry's long-term health. The mandatory camera installation is a key part of this push.
Authorised suppliers for the recording equipment will be designated as early as the fourth quarter of this year. This will give the industry time to prepare for the full rollout.
Further upgrades to the trade include an enhanced taxi driver written test starting in November. The updated exam aims to better reflect the practical needs of modern taxi operations.
From April 1 next year, all taxi drivers must provide at least two types of electronic payment options for passenger convenience. The government will also increase the number of passenger seats in taxis.
In a related development, the department has issued formal taxi fleet licenses to five operators. All fleet cabs offer multiple e-payment methods and are equipped with safety features and driver monitoring systems.
