The National Security Department of the Hong Kong Police Force announced on Friday that it is offering rewards totaling millions of Hong Kong dollars for information leading to the arrest of 19 individuals based overseas.

These suspects are accused of establishing and participating in what is alleged to be a subversive organization known as the "HK Parliament." This is in violation of Article 22 of the Hong Kong National Security Law, which pertains to the "subversion of state power."
Arrest warrants have been issued for these individuals, including nine who are accused of organizing overseas elections to establish the "HK Parliament."
Included in Friday’s arrest warrants are four activists—Elmer Yuen, Victor Ho, Johnny Fok, and Tony Choi—who were already on the wanted list by Hong Kong authorities.
The other individuals named in the warrants are Feng Chongyi, Sasha Gong, Chan Lai-chun, Ng Man-yan, Tsang Wai-fan, Chin Po-fun, Paul Ha, Hau Chung-yu, Ho Wing-yau, Keung Ka-wai, Tony Lam, Agnes Ng, Wong Chun-wah, Wong Sau-wo, and Zhang Xinyan.
The police have offered a reward of HK$200,000 for information that leads to the arrest of each of these suspects.
According to the police, the "HK Parliament" aimed to advocate for self-determination, draft an illegal "Hong Kong Constitution," and overthrow China’s constitutional systems and governing bodies. These activities allegedly constitute subversion under the security law.
Four of the suspects—Yuen, Ho, Fok, and Choi—were previously subject to HK$1 million bounties.
Security Secretary Chris Tang had earlier designated Yuen, Fok, and Choi as "abscondees" under the Safeguarding National Security Ordinance, imposing targeted sanctions against them.
The authorities have emphasized the extraterritorial jurisdiction of the security law, stating that it applies to permanent residents, companies, and organizations outside Hong Kong that commit national security offenses. It may also be used to prosecute non-residents who target the region.
The police have urged the public to provide any information about these suspects and have warned that additional bounties could be announced as investigations continue.
