The Drainage Services Department confirmed 18 flooding cases across Hong Kong as of 8am on Tuesday, including a parking lot in Tseung Kwan O and multiple flood-prone areas on Hong Kong Island.
The department has deployed emergency teams and applied advanced robotic technology, with 11 flooding cases tackled as of noon.
Torrential rains caused severe flooding at King Yin Lane car park, with nearly 20 vehicles partially submerged up to their tires, followed by eight vehicles remaining stranded by noon.
Affected vehicle owners urged authorities to upgrade the car park's drainage system to prevent future incidents, as one taxi was nearly completely underwater with its windows barely visible.
Sai Kung District Councillor Christine Fong Kwok-shan noted that robots were deployed to handle the floodwaters at the parking lot, while Fire Services Department assistance was required to remove stalled vehicles.
She suggested the government include the location as a flooding blackspot and adopt technology to monitor real-time flood levels, enabling timely alerts for vehicle owners to relocate their cars.
Additional flooding was reported at Pik Sha Road in Sai Kung and Tin Hau Temple in Hang Hau, she added.
Meanwhile, heavy rain triggered severe flooding on a slope outside Salesian School in Chai Wan, leaving two ambulances stranded after their engines cut out.
King's Road No. 989 also saw torrents of water rushing down from the hills onto a bus stop. Ankle-deep water submerged roads outside Fortune Mansion in Shau Kei Wan, while knee-high flooding was reported near Quarry Bay MTR Exit A.
Lawmaker Edward Leung Hei noted that the overall situation in Chai Wan remains manageable, as Tuesday morning's rain was not concentrated in the Eastern District.
Additionally, authorities have deployed 180 emergency response teams to handle flooding reports and are inspecting and clearing around 240 high-risk drainage blockages across the city.
The Home Affairs Department also operated its Emergency Co-ordination Centre during the Black Rainstorm warning, opening eight temporary shelters for affected residents.
