Hong Kong’s Development Bureau has proposed creating around 301 hectares of new development land in Lung Kwu Tan and West Tuen Mun to establish a “Smart Green Industry Port.”
The port aims at supporting four high-potential growth sectors: green and new energy, advanced construction, circular economy, and modern logistics with inland water port functions.
The plan includes about 190 hectares of land to be reclaimed nearshore and 111 hectares of reconfigured existing land. Of the reclaimed area, about 145 hectares will be at Lung Kwu Tan—similar in size to that outlined in a previous report to the Legislative Council and around one-third smaller than a 2020 proposal.
The reclamation within the inner harbor for the inland water terminal will slightly increase from 40 to 45 hectares to ensure sufficient waterfront space for industrial use.
Subject to public works funding and financing arrangements, the government aims to begin reclamation at Lung Kwu Tan in early 2028, with the first batch of land ready by 2029.
