The Buildings Department stopped work immediately and is investigating.
Video from another renovation creator shows the downstairs owner’s repair worker and female owner confronting Chan upstairs.
A big hole exposed rebar; debris fell from ceiling fittings. The worker tested concrete stability with a hammer, warning of loose rebar and hollow areas.
Chan said repairs were done out of goodwill and suggested simple waterproofing or pouring concrete over a board from above without proper rebar work.
He rejected advice to embed new rebar into the wall, insisted the issue was not their concern, refused criticism, and repeatedly said the upstairs work had nothing to do with them.
The downstairs worker noted basic errors, including premature primer application on loose rebar.
The upstairs owner expressed frustration over delays. Management staff arrived, but Chan refused discussion, saying everything was recorded.
The video ends with a suggestion to involve police.
Singtao Daily, the sister publication of The Standard, contacted Chan twice this morning; he delayed replies, said he was busy working, asked the reporter to wait calmly, then ended the call.
The downstairs unit reported temporary ceiling protection but ongoing sewage leakage from upstairs, leading to complaints to management.
