To deepen young people’s understanding of national security, the Police Force's National Security Department organized a special visit on August 25 for award winners of the NStudio Marketing Proposal Competition.

Twenty-five teachers, students, and members of youth uniformed groups toured the Legislative Council Complex, personally led by council member Tang Fei. The visit was designed to take students out of the classroom and let them observe the legislature firsthand, bringing textbook concepts of citizenship and rule of law to life, and deepening their grasp of political and societal security within the broader national security framework.

The tour began at the council’s Hall of History, where Tang described the legislature’s evolution since 1843: the election of its first Chinese and female legislators, the institutional changes that followed the 1984 Sino-British Joint Declaration, and the greater efficiency in lawmaking and policy deliberation achieved after improvements to the electoral system.

Tang also pointed out a piece of art in the complex that serves as a constant reminder to legislators of their mission. It depicts silhouettes representing Hong Kong citizens from all walks of life, symbolizing council members’ duty to represent every sector of the public.

The group then moved into the heart of the Legislative Council — the Chamber, where students witnessed firsthand the refined, streamlined mechanisms introduced after the electoral reforms, gaining a practical understanding of the “patriots administering Hong Kong” principle and the consolidation of political security.

Later, overlooking the bustling Victoria Harbour from the viewing gallery, teachers and students reflected on how a robust rule of law safeguards societal security and provides a stable foundation for the city’s development.

Several students shared their impressions afterward. Lam, a secondary school student, said the visit helped her see the council as a sober, dignified institution that plays an important role in ensuring stable governance and promoting long-term progress for Hong Kong.

Wong, a primary school student, said societal security is a cornerstone of a peaceful, contented public life, and that a sound legislative system wards off instability, letting students to focus on their studies with peace of mind.

Chow, a secondary school student, said young people should take initiative to learn about the country’s political system and the Basic Law, so they can better distinguish fact from fiction and avoid being misled online. She plans to share what she learned with friends and family, so they can work together to become guardians of national security.
