Lawmaker blasts talks 'blackout'

Democrat James To demanded Tuesday that Acting Chief Executive Donald Tsang explain to legislators as soon as possible his "unscheduled'' meeting with a senior central government official.

To wrote a letter to the chairperson of the Legislative Council's house committee, Miriam Lau, saying Tsang should disclose details of his Monday meeting with director of the Hong Kong and Macau Affairs Office, Liao Hui.

To said Tsang should also inform the public what he had told Liao, and what Liao thought about Hong Kong.

He hoped the matter can be discussed by the house committee Friday.

A government spokesman said Tsang had told Liao at a one-hour informal meeting in Shenzhen that Hong Kong remains stable despite the row over how long the next chief executive should serve. He also told Liao the government's operation is smooth after the resignation of Tung Chee-hwa but that the change of leadership will delay the consultation process of the planned constitutional reform.

The spokesman said the meeting, which was unscheduled, came on the last day of Tsang's four-day private visit to the mainland.

Tsang began his vacation last Friday by visiting Jiangmen city with members of his family. Tsang, a devout Roman Catholic, also visited the grave of the Jesuit missionary, St Francis Xavier, on the island of Shangchuan and took part in a ``way of the cross'' ceremony to experience the pain of Jesus.

Opposition legislators are arguing with the government over a bill aimed at changing the tenure of Tung's successor to two years.

Independent legislator Albert Chan has threatened to launch a judicial review should the government go ahead with its plan.

Meanwhile, Tsang had a luncheon meeting on Tuesday with Singapore's Minister Mentor Lee Kuan Yew at Government House.

Lee began an official visit to the SAR Monday and is to address the local business community on leadership skills before leaving Friday. A government spokesman, describing Lee's visit as ceremonial, said the luncheon had been arranged when Tung was still chief executive.

He said Lee spoke about globalization and the development of Asia while Tsang updated the Singapore leader on the current situation in Hong Kong and stressed that the government remains committed to establishing Hong Kong as a stable financial center.
