The National Security Law safeguards citizens' freedom of speech, so citizens making postings about their lives and sharing news about public affairs on social media will not be a problem. However, the internet is not a lawless place, actions such as doxxing, inciting crime, promoting terrorism or cyberbullying may break other local laws.
In fact, many countries have laws regulating online safety, for example, Singapore's Protection from Online Falsehoods and Manipulation Act punishes those who maliciously spread misinformation.
The Safeguarding National Security Ordinance is a defensive law designed to counter external threats to our national security. The legislation is like reinforcing our doors and using stronger locks to prevent intruders from harming our home and looting from us. If they don't break in, we won't act, but if they do, we must have effective laws to protect ourselves and punish them.
The legislation empowers Hong Kong to effectively prevent, stop and punish espionage foreign intelligence plots and infiltration by hostile forces, while also blocking threats like the black-clad riot, "color revolutions", calls for Hong Kong independence and violent acts that could destroy years of the city's progress.
The Safeguarding National Security Ordinance will bring national security, we only get stability after getting security, and prosperity after getting stability.
