A 38-year-old man has been arrested for child neglect after his seven-year-old daughter drowned in a swimming pool at the Symphony Bay, Villa Rhapsody condominium complex in Ma On Shan.

Police officers and paramedics rushed to the pool at around 6.30pm on Wednesday after the apparent drowning.

Unconscious, the girl was rushed to Prince of Wales Hospital in Sha Tin and was certified dead soon after arrival.

Police classified the case as ill-treatment or neglect by those in charge of a child and Sha Tin officers arrested the girl's father.

A post-mortem will be conducted to verify the cause of death.

The girl and her family had been at a gathering at the clubhouse in Villa Rhapsody on Wednesday afternoon when she went swimming in the 25x25-meter pool's shallow end - it goes from 0.8m to 1.4m in depth - accompanied by friends and adults.

It was soon after that her father found the girl missing, and swimmers then said the girl had been drowning in the pool. A lifeguard applied first-aid treatment to Lee, who was then sent to hospital.

A Villa Rhapsody resident claimed some lifeguards at the pool were often asleep on duty, which had been an issue for a long time.

According to him, residents often saw only one lifeguard on poolside duty rather than two, and often his eyes were fixed on his phone.

Some residents were said to have complained to the management office and the Hong Kong Life Saving Society.
