Chang replaces Chu amid turmoil

In an unusual move, Rex Chang Wai-yuen, a former subordinate of Chief Executive Carrie Lam Cheng Yuet ngor, will replace Cathy Chu Man-ling as director of Information Services.

That's raising eyebrows as Chu has only been in the job for 18 months, though administrative officers usually stay in a position for two to three years before any reassignment.

Chu started as an executive officer in 1987 and became an administrative officer the next year. She was assigned to head Information Services in February 2018.

Said to have been a favorite of Donald Tsang Yam-kuen when he was chief executive, she will now go to the Leisure and Cultural Services Department.

Chang, meanwhile, is on the move up from being a deputy secretary for education.

He became an administrative officer in 1989 and reported to Lam when she was secretary for development while he was a deputy.

It's recalled that in 2012, when Lam was tackling illegal structures in homes in the New Territories, she sent Chang to the City Forum to debate stakeholders of the Sap Pat Heung Rural Committee. Word was that Lam was impressed by the way he performed.
